Open letter to the akim of East Kazakhstan region Saparbayev of the threat of information security of RK

Dear Berdybek Mashbekovich!

Implementation of the program "Information Kazakhstan 2020", approved by President Nursultan Nazarbayev, is impossible without a stable operation of the Kazakhstan segment of the Internet.

Addressing system of domain names is the infrastructure, the foundation of the network. Disruptions in information systems of national domain name register, its possible loss of the connection with the Internet fraught with catastrophic consequences for the Republic of Kazakhstan and the direct impact on the information security of the country, as well as the image of Kazakhstan as a stable, developing republic before the international community.

The domain name KZ operates in the Internet from September 19, 1994, the domain name using the national character .ҚАЗ operates from March 3, 2012. Functioning of the national registry of domain names and support in the Internet performs Kazakhstan Network Information Centre (KazNIC).

Over the past 18 years, a complex information and communication infrastructure was created to service and support the national registry of domain names on the Internet. It was created in Semey at the address B.Momyshuly, 22 and includes dozens of critical servers, which provide availability of the addressing system of Kaznet, over 80km of fiber optic cables laid in Semey for realization of the project of urban data network. All the schools of the city were connected with the network at a speed of 100Mbit /s using technology MetroEthernet. There are more than 87,000 registrations in the national domain name register.

With the support of akimat of East Kazakhstan region 10 January 2007 a contract of trust management for the occupied by KazNIC premises for a period of five years with the possibility of prolongation was concluded. We expected we should privatize the mentioned premises in future to strengthen the stable operation of the center, that is confirmed by the appropriate letters and responses of the Finance Department of East Kazakhstan region. However, the building was given to the balance of the finance department of Semey, and from that moment began the hounding and attempts of KazNIC eviction. March 27, 2013, Department of Finance of Semey has terminated the contract of trust management through the courts.

In this situation KazNIC became a hostage of the created information and communication infrastructure at the address. B. Momyshuly, 22, and has no way to release the premises without breaking systems and their connection to the Internet in such a short period of time. It will take time and huge financial resources to create a similar center and a gradual transfer of registry services, network control center, communication cables and redundant systems to ensure smooth functioning of all systems.

In February 2012 on the intercession of the Ministry of Communications, in a telephone conversation with the Minister Zhumagaliev, you promised to resolve positively the issue of the occupied by KazNIC premises of the total area of 277 square meters. After one year, the situation has not changed, and evolved into a critical one. Urgent and volitional decisions are necessary.

We offer to buy the premises of analogic area and location in Semey and provide it instead of the occupied area at the address. B. Momyshuly, 22 to resolve the contradiction between the property owner and the trustee on behalf of KazNIC to ensure the smooth operation of information systems.
